Does Medicare Cover Dental Implants or Dentures?

Original Medicare (Parts A and B) generally doesn’t cover dental implants, dentures or routine dental care. Many Medicare Advantage (Part C) plans include some dental benefits, but coverage for implants is usually limited by annual maximums, and almost never applies to care in Mexico. Here’s how it works and what your options are.

Original Medicare

Original Medicare excludes most dental services, including cleanings, fillings, extractions, dentures and implants. It only pays for dental care in limited situations where the dental work is closely tied to a covered medical treatment, such as certain dental exams or treatment needed before an organ transplant, heart valve replacement or some cancer treatments. Check Medicare.gov for the current list.

Medicare Advantage

Many Medicare Advantage plans include dental coverage. Typical features:

  • Preventive care such as cleanings and X-rays, often covered well.
  • Major work such as dentures, crowns and sometimes implants, covered partly.
  • An annual maximum, often a few thousand dollars or less, which a single implant can use up.
  • Networks of US dentists. Out-of-country care is rarely covered except emergencies.

Read your plan’s Evidence of Coverage, or call the plan, before you assume anything is covered.

Medigap

Medicare Supplement (Medigap) plans fill gaps in Original Medicare’s medical coverage. They don’t add dental benefits.

Other ways to pay for implants and dentures

  • Standalone dental insurance for seniors, usually with waiting periods for major work.
  • Dental discount plans, which give reduced fees at participating US dentists.
  • Dental schools, which often offer lower-cost treatment supervised by faculty.
  • Medicaid, which in some states covers dentures for adults.
  • Treatment in Mexico, where implants typically cost $750 to $1,500 and full dentures $250 to $600 per arch. See our cost comparison.

Using your HSA

If you still have a Health Savings Account from before you enrolled in Medicare, you can use those funds tax-free for qualified dental expenses, including implants and dentures. See our guide to HSAs, FSAs and taxes.

Medicare Advantage dental coverage: what to check

  • Annual maximum: the most the plan pays per year for dental care.
  • Coverage percentage: major services such as dentures or implants are often covered at 50% or less.
  • Waiting periods before major services are covered.
  • Frequency limits, for example one denture every five years.
  • Network rules: whether you must use the plan’s dentists.
  • Implants specifically: many plans exclude them or cap them tightly.

You can compare plans during Medicare’s annual open enrollment period, usually October 15 to December 7, using the Medicare.gov plan finder.

A worked example

Suppose you need one implant with a crown. In the US that might cost $4,000 to $7,800 combined. A Medicare Advantage plan with a $1,500 annual dental maximum would leave most of the cost to you, even if implants are covered. The same treatment in a Mexican border town typically costs about $1,150 to $2,000, before travel. For some people, the cheapest route is using their plan for cleanings and checkups at home and paying out of pocket for major work abroad.

Planning dental work in Mexico on Medicare

  • Get a check-up and X-rays at home through your plan first, then share them with clinics in Mexico for quotes.
  • Keep itemized receipts; you may be able to use HSA funds from before Medicare or claim a tax deduction.
  • Find a local dentist who will see you for follow-up visits.
  • Consider travel insurance, since Medicare generally doesn’t cover care outside the US.
